JOINED THE FRONTEX RESEARCH AND DEVELOPMENT UNIT AS A PRINCIPAL RESEARCH OFFICER IN 2009.
He deals with projects in the area of border surveillance and is the Project Manager of the Eurosur Network Project at Frontex. Prior to joining Frontex, Mr. Ameyugo worked as a Technical Manager at the European Defence Agency (EDA), was Deputy Head of Modeling and Simulation Oce at NATO and an Operations Research Specialist in the Spanish Navy. He has extensive experience in setting up multinational technical cooperation programmes and operations research. Mr. Ameyugo is a graduate of the Spanish Naval Academy. He holds an MS in Mathematics and Physics from the Spanish Naval Observatory and an MS in Operations Research from the United States.
IS THE SPECIAL POLICY ADVISER TO THE DIRECTOR GENERAL OF THE INTERNATIONAL ORGANIZATION FOR MIGRATION. HE IS THE ALSO THE CO-EDITOR IN CHIEF OF IOM’S WORLD MIGRATION REPORT.
His professional itinerary and responsibilities have revolved around the analysis of trends in international migration, and the search for eective strategies and policies for the management of migratory flows, balancing facilitation of travel with eective border control.
He was the founding Director of the Migration Policy, Research and Communication Department at IOM between 2001 and 2006. During that time he was also the Encyclopaedia Britannica’s Year Book consultant author on International Migration.
Between 1997 and 2001 he was the Head and Co-ordinator of the Intergovernmental Consultations on Asylum, Refugees and Migration. Prior to that he was a senior public servant with the Australian Department of Immigration.
HEAD OF FRONTEX’S RESEARCH AND DEVELOPMENT UNIT, HE IS A LAWYER BY EDUCATION.
He worked for 15 years for the Immigration Service (IND) of the Netherlands before joining Frontex right from its foundation in 2005. Initially, he served as acting security ocer, but has been active for the research and development unit since 2007.
The unit follows up on research and development that is of relevance for the security of the external border of the EU. This is done for the benefit of the Member States of the European Union and the European Commission. The unit also participates in short-, mid- and long-term border security related projects being executed at the EU level. The development of best practice guidelines, common (technical) requirements and standards at the EU level for technical equipment to be used for border checks and border surveillance is one of the focal points of the unit.
During the past years Edgar has actively participated in the development of border control/security policy at both a national and international level (EU and beyond). He was deeply involved (participating in EU Council Working Groups) in the development of the Schengen acquis (creating the borderless area between the member states of the EU) as well as its implementation (Schengen Evaluation). As a policy advisor he facilitated the introduction of innovative techniques in the field of border control (Automated Border Control — biometrics based). He has participated in numerous missions to Schengen member states as well as in numerous border-control related missions to all the continents of the world.

...where his responsibilities include management of the Europol’s portfolio of information management products and services as well as programme management and supervision of projects in the area of information management. He has served with Europol since 2006, prior to which he was an independent consultant to regional police forces and prosecution services in The Netherlands. In this capacity, Mr. Burgersdijk supported regional, interregional and national police and prosecution services in the Netherlands in restructuring their investigation processes and improving their performance, among other tasks.
His professional experience extends from the serious and organised crime department of the Rotterdam- Rijnmond police force to conducting various evaluations on major criminal inquiries into serious and organised crime and development and implementation of a regional model for intelligence led policing among others. He holds a Master’s degree in Criminology from the Catholic University of Leuven, Belgium.

He also has experience as a system designer and programme manager for various Air and Joint C2 systems as well as a business developer for large integrated security systems. His current position is Head of R&T projects for Border Surveillance and Protection of Critical Infrastructures. He also acts as technical coordinator for the PERSEUS FP7 Demonstration project and Integrator in SeaBilla FP7.

He studied Astrophysics at University College London, Philosophy of Science in Bologna, Italy, and has a PhD in the History of Science from the University of Manchester. His recent work has resulted in Frontex-sponsored studies into the ethics of border security, future flows at EU borders and anti-corruption measures, as well as a research conference on “Future risk analysis”. He is currently managing projects seeking to establish best practices at land Border Crossing Points (BCPs) and in the implementation of the Visa Information System.
WORKS AS LEGAL ADVISER IN THE POLICY AND CONSULTATION UNIT OF THE EUROPEAN DATA PROTECTION SUPERVISOR (EDPS) IN BRUSSELS.
She deals with various privacy and data protection issues in the field of large-scale EU systems (EURODAC, SIS II, VIS and Customs Information System) and EU border management. She is also involved in the organisation of the "coordinated supervision" of EURODAC and the Customs Information System.
Before joining the EDPS, she worked as Policy Ocer at the Directorate General Justice, Freedom and Security of the European Commission in Brussels (Unit: Fundamental Rights, Citizenship and the Rights of the Child) and as a Legal Adviser in the Legal Service of Eurojust.
She started her career as a specialist in EU Law at the Department of European Law in the Oce of the Committee of European Integration in Warsaw (Polish Ministry of European Integration) where she dealt with the harmonisation process of Polish draft law and legislation with EU law in the field of immigration, asylum and judicial and police cooperation in criminal matters.
Dr. Cuadrat-Grzybowska holds a PhD in Law (Thesis: "Fundamental Rights in the European Union", 2006).
IS PROFESSOR OF LAW AT THE FACULTY OF LAW AND CRIMINOLOGY OF VRIJE UNIVERSITEIT, BRUSSELS.
He is the director of the research group on Fundamental Rights and Constitutionalism (FRC) and a senior member of the research group on Law, Science, Technology & Society (LSTS). Paul De Hert is also associated-professor Law and Technology (TILT).

Recent research projects that he has managed include the launch of a Bulgarian Organised Crime Threat Assessment, DG Home Aairs EU-wide studies to identify best practices in cooperation between border guards and customs administrations, and a study to examine the links between organised crime and corruption. Previously, he was employed at Matrix Knowledge Group in London where he managed various EC studies. Dr. Gounev holds a Doctoral degree in Sociology from the London School of Economics (LSE), and Master's degrees in International Security from Columbia University (New York).
IS A COMMANDER IN THE ICELANDIC COAST GUARD (ICG) WHERE HE HAS SERVED SINCE 1987. HIS PRESENT POSITION IS DEPUTY CHIEF OF OPERATIONS.
In the Coast Guard he has worked as a navigation ocer and a captain of vessels as well as a navigation ocer on helicopters / fixed-wing aircraft. Since 2007 he has been appointed as a project manager in various projects run by ICG in the field of maritime security. For last three years he has been heavily involved in the ICG participation in Frontex-coordinated maritime operations as a coordinator of the ICG aircraft deployed to these activities.
HAS BEEN FRONTEX EXECUTIVE DIRECTOR SINCE THE AGENCY WAS INAUGURATED IN 2005.
Born on 22 August 1962, he has dealt with border control issues both at national and European level for the past 30 years. Since joining the border guard in his home country, Finland, at the age of 17, he rose systematically through the hierarchy to reach the rank of Brigadier General.
Following active border control activities, Ilkka Laitinen continued as the Finish Permanent Representation in Brussels where he was deeply involved in Schengen evaluation procedures. He served as co-chairman of the Council Working Party Frontiers and as a director of the EU Risk Analysis Centre in addition to serving in a wide range of capacities in public oce between 1998 and 2005 when he took up the challenge of creating a new EU border security agency.

He joined the Hellenic Coast Guard (HCG) in 1991 and served in the Port Authorities of Mytilini and Rafina as well as in various directorates of the former Ministry of Mercantile Marine. From 2008 to 2011 he served as Liaison Ocer of the HCG at EUROPOL. Since June 2011 he has been Director of Sea Borders Protection Directorate within HCG where he is in charge of tackling illegal migration within the maritime domain.

He has also worked within this organisation for the Maritime Service of Guardia Civil (1994-2004), the Coastal and Border Service of Guardia Civil (2004-2006) and General Direction International Relations, Immigration and Aliens (Ministry of Interior) (2006-2009).
WAS BORN IN THE CZECH REPUBLIC IN 1965. HE JOINED THE POLICE OF THE CZECH REPUBLIC IN 1986.
Over the next ten years he reached the rank of Counsellor of the Deputy Police President’s Oce, Directorate of Criminal Police, and Police Presidium of the Czech Republic. During that time he graduated (1990) from the Faculty of Public Order, University of National Security Corps. He continued his studies and graduated in 1995 having followed a course of study in Criminal law and Public law at the Faculty of Law, Charles University in Prague.
Between 1997 and 1999, Mr Martinu was the Director of the Czech National Central Bureau of Interpol at the Police Presidium where he managed 45 police Ocers and employees. He was appointed to his current post as Deputy Director, Europol with specific responsibility for Governance matters in November 2011.
WAS ACTIVELY INVOLVED IN THE MULTILATERAL BSRBCC.
Furthermore, he was the long-term secretary of the National Maritime Cooperation Board, which coordinates inter-agency maritime tasking and resources in Finland.
He was involved in various events, conferences and joint projects in OSCE, TAIEX, Frontex (Patrols Network, MedSea, Bortex), SDA, CIREFI and IMO. He was also in charge of talks concerning maritime surveillance cooperation between Finland and the Russian Federation.
Currently his main responsibility is being a senior adviser within DG MARE for maritime surveillance initiative in order to build CISE. For this purpose he is also the EC representative in the European Coast Guard Functions Forum.
IS SENIOR INSPECTOR AT THE IMMIGRATION AND BORDER SERVICE (SEF) OF PORTUGAL.
Since 2009, he has been in charge of SEF Lisbon Airport Immigration and Border Control. Prior to taking up his present role, Mr. Nicolau was in charge of the Research and Analysis Department and was National Director senior adviser for three years.
Mr. Nicolau joined the Immigration and Border Service in 1991 and has worked in a wide range of immigration and border roles. He is holds an MD in International Studies from Lisbon Lusíada University and is currently Assistant Professor of Immigration and Security Studies and a Doctoral candidate in International Relations Studies.
HAS BEEN WORKING FOR THE EUROPEAN COMMISSION SINCE 1998 AND WITH JUSTICE AND HOME AFFAIRS ISSUES SINCE 2000.
He is currently Head of Unit for border management and return policy in DG Home Aairs. Mr Nielsen is a Swedish citizen and holds a Masters degree in law and a bachelor degree in economics, both from Uppsala University.

He is a coordinator of surveillance and maritime control at the maritime border of Romania and actively participates in Frontex-coordinated maritime activities leading a national contingent of deployments sent to joint operations.
IS JOHN FERGUSON PROFESSOR OF GLOBAL ETHICS AT THE UNIVERSITY OF BIRMINGHAM. HE HAS A DOCTORATE FROM OXFORD UNIVERSITY.
In 1996-7 he was Fellow in Ethics at Harvard. He has worked extensively on issues in ethics, human rights and international security. He was Co-ordinator of the FP7 DETECTER project, and is leader of several work packages in the new FP7 SURVEILLE project.
With colleagues, he has advised Frontex on ethical issues connected with border guarding. His interests are in surveillance, dual-use issues, profiling, and the balance between automating processes connected with policing and having humans in the loop.
IS PRESIDENT OF DEMOSEUROPA – CENTRE FOR EUROPEAN STRATEGY.
A graduate of the London School of Economics and the University of London, he served as EU Advisor to the President of Poland in the years 1996-2000. He then headed the Oce for European Integration in the Chancellery of the President. Between 2001 and 2006 he served as Director of the Department of the European Union in the Ministry of Foreign Aairs. He is a Member of the Lisbon Council, Member of the Advisory Board of the European Policy Centre, Member of the Advisory Board of the Baltic Development Forum, and a Member of the Advisory Group which assisted the Polish government in its preparations for the EU presidency in 2011. Author of numerous articles on European integration and international relations, he has a column on foreign policy in Gazeta Wyborcza.

From 1999 to 2007 he worked in EUROPOL, initially in the Department of Serious and Organized Crime and later in information management and development and implementation of information exchange systems, where he performed as Deputy Head of Unit. He was a Commissioner of the Belgian Police with experience as an Intelligence Ocer. He holds a Bachelor in Social Work, a Master in Criminology and has concluded a Master Class in Business Administration with specialization on Information Management. He has also followed 2 Senior Police Executive Courses at international level.
WAS BORN IN PIRAEUS (GREECE) IN 1956. HE ATTENDED THE NAVAL ACADEMY IN PIRAEUS AND SERVED IN SEVERAL POSITIONS INCLUDING HARBOUR MASTER.
From 1998 to 2001 he was Maritime Attaché in the Port of New Orleans in the United States. After this, he was working at Hellenic Coast Guard (final post was Director of the Eastern Sea Borders Center) till the establishment of Frontex in 2005. Since then Mr. Vourekas is the Head of the Sea Borders Sector of Joint Operations Unit at Frontex where he is responsible for running of Maritime Joint Operations protecting the EU borders.
IS THE SENIOR PROJECT OFFICER FOR MARITIME SURVEILLANCE AT THE EUROPEAN MARITIME SAFETY AGENCY (EMSA).
Having joined EMSA upon its establishment in 2003, his previous duties involved setting-up the Agency and later, Policy Ocer for Marine Equipment; Places of Refuge and Communications Adviser. His current tasks are to develop the maritime surveillance strategy and capabilities of EMSA, which includes identifying partners and projects of relevance where EMSA will work with external parties. He is also the EMSA representative at the EU Heads of Coast Guard forum and at the European Commission’s Technical Advisory Group dealing with the Common Information Sharing Environment (CISE) under the Integrated Maritime Policy.
